Unpacking Power Shifts: The Global South, China, and Multilateral Cooperation

The rise of the “Global South” has featured prominently in recent debates about international cooperation. In this talk, we proceed in three steps to unpack ongoing empirical shifts and related concepts. First, we identify different understandings of the Global South as a meta category for mapping evolving global space(s). Second, we unpack South-South and triangular cooperation as collaboration modalities that challenge established development geographies. Third, we focus on the expanding multilateral clout of the People’s Republic of China and examine how China – as part of and player beyond the South – mobilizes South-South relations as part of ongoing power shifts.
Dr Sebastian Haug is a Senior Researcher at the German Institute of Development and Sustainability (IDOS). He is the lead editor of “Power shifts in international organisations: China at the United Nations” (Global Policy 2024) and “The Global South in the study of world politics” (Third World Quarterly 2021). His latest research has been published by outlets such as International Affairs, the Review of International Studies and International Studies Perspectives. Prior to IDOS, Sebastian worked for the UN in Beijing and Mexico City and did stints at the Istanbul Policy Center, the College of Mexico and New York University. He holds a Master’s of Science from the University of Oxford and a PhD from the University of Cambridge.
